A meeting should be called with homeowner, builder and designer to make any last minute changes before closing up walls and ceilings. Now that the homeowner has a "visual" of actual size and placement of walls and partitions, make changes now so there's no expense for backtracking.
Moving unfinished walls is far less expensive than re-doing finished surfaces.
Also, check that HVAC and electrical switches and recepticles are in practical placement as well as plumbing lines, clean-outs, drains and valves. If all is OK and therefore no changes, you are ready for insulation.
